I wonder how effective that old luggage disinfectant really was, and what they were trying to keep out. If this was from pre-antibiotic days, I can understand the fear.

Did they only treat the immigrants like potential carriers, though, or did they check everyone on the boat? If you're trying to keep diseases out, then you should check everyone, even citizens returning from their travels. To do otherwise is prejudice.
