A spout of water seems to spill from the mouth
and now there seems to be a small fountain emerging behind the face...
(at the moment, that area is roped off...You can just see the fountain from this view)

It looks like they copied an old thing from my childhood called "Killroy was here". I think it was something to do with the soldiers and vets from WWII, he was a graffiti cartoon of a face looking over a fence.
