Overpass or Underpass?

The roadway passes under a small boating access to Port Phillip Bay and is crossed by a footbridge.
To access each end of the tunnel area by foot, there is a lift.

Inside Point Nepean

Point Nepean is a far southern point of Victoria, Australia.
Displayed here in the tunnel is an 1854 newspaper headline representing fear of attack from this vulnerable point.
After all, Australia was still an evolving colony, and there was precious gold to be found.
So this part of the peninsula became a place of defence complete with a cannon and a Quarantine Station.
