Green Flowers

Not often do you see green flowers which have various stages of green shapes.
This one was in a garden strip round the Dromana Mall carpark.
Does any one know what this green flower may be called?

Pale lime green flowers
Enigma in a garden
Like an outsider

The green petals? seem to open in layers from the central "bud?"!
